Mercer Bullard

Mercer Bullard was an executive-on-campus in January of 2006

Professor Bullard, recognized as one of the nation's leading advocates for mutual fund shareholders, has been an Assistant Professor of Law at the University if Mississippi since 2002. He teaches in the areas of securities and banking regulation, corporate finance and contracts. Bullard has a J.D. from the University of Virginia School of Law, where he was an Articles Editor of the Virginia Law Review. He is also a member of the Order of the Coif. Bullard has an M.A. from Georgetown University and a B.A. from Yale University.

In January 2000, Professor Bullard founded Fund Democracy, a nonprofit membership organization that serves as an advocate and information source for mutual fund shareholders and their advisers. Fund Democracy provides a voice for mutual fund shareholders by publishing articles that target mutual fund practices, policies and rules that are harmful to fund shareholders and by lobbying legislators and regulators on mutual fund reform issues.

Bullard has written a mutual fund column for TheStreet.com and published articles in Barron's, SmartMoney.com, Investment Advisor, On Wall Street, Investment News, and other publications. From June 2000 to June 2001, he published Fund Democracy Insights, a monthly newsletter for fund industry professionals. Bullard has been widely quoted on mutual fund issues in every major newspaper and financial publication. Fund Democracy has been featured in Business Week, Ticker Magazine, Research Magazine, TheStreet.com, and other publications.

In March 2001, Bullard was named by Investment News as one of the 25 most powerful voices in the financial services industry, and was recently cited by BusinessWeek for leading the fight for shareholders' rights. He has appeared on NBC Nightly News with Tom Brokaw, CNBC, CNN, Wall Street Week, the NewsHour with Jim Lehrer, and testified before House and Senate committees on mutual fund issues. Prior to joining Fund Democracy, Professor Bullard was an Assistant Chief Counsel in the SEC's Division of Investment Management. While at the SEC, he was responsible for a wide range of matters involving mutual funds and investment advisers. He worked at the SEC from 1996 to January 2000. From 1991 to 1996, Bullard was an attorney in the investment management practice of Wilmer, Cutler & Pickering, a Washington D.C. law firm. He joined Wilmer, Cutler after clerking for the Honorable Will Garwood, U.S. Court of Appeals, Fifth Circuit.
